Every Shipping Line Is Now Charging an Emergency Fuel Surcharge on Australian Trades

Full official notices from 10 carriers — what each line is charging, the effective dates, and what it means for every quote you hold right now.

Over the past two weeks, D&D Worldwide Logistics has received Emergency Fuel Surcharge (EFS) notices from every major shipping line serving Australian and New Zealand trade lanes. This page consolidates all confirmed notices in full, updated continuously as new information is received.

The root cause is the Strait of Hormuz conflict. With Hormuz effectively closed to Western commercial shipping since 28 February 2026, all vessels have rerouted to the Cape of Good Hope — adding 3,500–4,000 nautical miles and significant extra bunker fuel consumption to every voyage. Marine fuel is a global commodity: when oil prices rise above USD $100/barrel, the extra cost flows through to every trade lane, not just those near the Gulf. Carriers are passing that cost on. All of them.

All surcharges below are in addition to existing base freight rates, BAF and any other applicable surcharges. No rate is fixed until a written booking confirmation is issued by DDWL.

 

1. CMA CGM / ANL — Emergency Bunker Surcharge

Effective: 16 March 2026 — ALREADY LIVE on all bookings.

Scope: All FCL cargo on Australian and New Zealand trade lanes.

CMA CGM and its Australian brand ANL were the first major carrier group to implement their Emergency Fuel Surcharge, effective from loading date 16 March 2026. Any quote issued by CMA CGM or ANL prior to 16 March does not include this surcharge.

2. Hapag-Lloyd — Emergency Fuel Surcharge (EFS) + Marine Fuel Recovery (MFR)

Effective: Loading 23 March 2026 (most trades). Loading 1 April / Gate-in 8 April for FMC-regulated trades.

Hapag-Lloyd has issued two separate surcharge structures: a flat AU/NZ EBS and a separate Marine Fuel Recovery (MFR) broken down by destination trade lane.

3. Pacific International Lines (PIL) — Emergency Bunker Surcharge

Effective: Outbound sailings on or after 23 March 2026.

PIL Notice to Trade, 17 March 2026. Scope: All Long-Haul Trades — Dry and Reefer. PIL uses a directional rate structure, meaning the EBS depends on whether cargo is moving into or out of Australia and the Oceania region.

4. OOCL — Emergency Bunker Surcharge — Official Rule Tariff OOLL-100 / T-53

Filed: 17 March 2026  |  Effective: 23 March 2026  |  Expiry: 12 April 2026  |  Currency: USD per container (not per TEU).

OOCL filed a formal Rule Tariff with full rates by equipment size, cargo type and direction. All rates are per container. OOCL's EBS varies significantly by destination and equipment — from USD 75 for a 20' dry to Asia through to USD 975 for a 40' reefer to Africa.

5. SeaLead Shipping — Emergency Bunker Surcharge

Effective: Based on sailing date on or after 23 March 2026.

Trade Notice received 18 March 2026 via Australian representative Nautical Shipping. SeaLead is implementing an Emergency Bunker Surcharge across all trade lanes from 23 March 2026. Specific rate quantum is under review — clients should contact DDWL or their SeaLead representative for the confirmed rate applicable to their booking before proceeding. SeaLead has committed to closely monitoring market conditions and will review the surcharge accordingly.

 

 

6. Ocean Network Express (ONE Line) — Emergency Fuel Surcharge (EFS)

Effective: 24 March 2026 (non-FMC). 9 April 2026 (US FMC-regulated trades).

ONE Line uses a head haul/back haul directional structure — the same approach as PIL. Head Haul refers to the primary or dominant trade lane direction (generally exports from Australia). Back Haul is the return direction (generally imports into Australia). Short Sea covers Pacific and regional trades.

7. MSC (Mediterranean Shipping Company) — Northbound Emergency Fuel Surcharge

Effective: 11 March 2026 through 25 March 2026 (Bill of Lading date). USA: 8 April 2026 (gate-in date).

Customer Advisory from MSC dated 10 March 2026. MSC applies a per-container charge (not per TEU) that varies by destination and equipment size. MSC uses entirely separate rate tables for cargo originating from Bell Bay (Tasmania) versus all other Australian mainland ports. Note: rates for Lattakia, Port Sudan and Venezuela are in EUR, not USD. EEA member region BRC rates are available on request from your MSC representative.

8. Swire Shipping — Emergency Bunker Surcharge (EBS)

Effective: 24 March 2026.

Swire Shipping Customer Advisory, 17 March 2026. Swire's EBS is notable for its broader scope than most carriers — it applies to all containerised cargo (Dry, Reefer and Special Equipment) as well as Breakbulk and LCL shipments. This makes it directly relevant to any shipper using Swire for project cargo, less-than-container loads, or oversized/out-of-gauge freight.

Specific rate quantum pending — Swire has confirmed the EBS will apply from 24 March and is being calculated to remain proportionate to prevailing fuel market conditions. The EBS is applied in addition to the existing Bunker Adjustment Factor (BAF). Rates will be monitored and reviewed periodically.

9. Maersk — Emergency Fuel Surcharge

Effective: 25 March 2026.

Maersk has issued an Emergency Fuel Surcharge across all Australian and New Zealand trade lanes effective 25 March 2026. Maersk's EFS is among the highest in the market on a per-TEU basis and applies to all FCL cargo. Note: Maersk previously issued a 21 March deadline for Gulf-bound cargo instructions — any outstanding Gulf cargo on Maersk requires urgent attention.

10. HMM (Hyundai Merchant Marine) — Emergency Fuel Levy (EFL)

Effective: 28 March 2026. Reviewed every two weeks.

HMM has issued an Emergency Fuel Levy (EFL) across all Australian and New Zealand trade lanes effective 28 March 2026. HMM carries the highest EFS/EFL rate in the AU/NZ market among all carriers that have confirmed a quantum. Critically, HMM has stated the rate will be reviewed and re-advised every two weeks — meaning this surcharge can increase or decrease with relatively short notice. Clients with HMM contracts or bookings should factor this volatility into their cost models.

11. Yang Ming — Emergency Bunker Surcharge

Notice issued: 15 March 2026. Specific rates and effective date: to be confirmed.

Yang Ming Australia issued a formal customer advisory on 15 March 2026 regarding the implementation of an Emergency Bunker Surcharge. The notice confirms that Yang Ming will be implementing an EBS across Australian trade lanes. The specific rate, quantum and effective date are pending confirmation. Yang Ming's Australian representative has been notified, and DDWL is awaiting the updated schedule. All Yang Ming quotes should be treated as subject to EBS uplift until the confirmed rate is published.
