China’s new export controls on lithium-ion battery technology

China has announced comprehensive export controls targeting advanced lithium-ion battery technologies, materials, and manufacturing equipment. Set to take effect on November 8, 2025, these regulations represent a significant shift in global battery supply chain dynamics. The controls will require exporters to obtain licenses for shipping high-performance batteries and related technologies abroad.

 

What’s covered:

  • Li-ion cells/packs with energy density ≥ 300 Wh/kg

  • Battery manufacturing equipment

  • Cathode materials

  • Graphite anode materials

Under the new rules, exporters of any listed items must apply for an export license from the Ministry of Commerce. All declarations must clearly state whether the items are controlled dual-use items or not.

 

The 300 Wh/kg threshold is significant as it represents the upper end of current commercial lithium-ion technology. According to the U.S. Department of Energy, most commercial lithium-ion batteries in electric vehicles typically range from 250-300 Wh/kg at the cell level.

 

Rare earths, lithium-ion batteries, and semiconductors are the backbone of today’s economy, powering EVs, grid storage, smartphones, and the cloud/AI hardware that runs modern services. High demand and concentrated supply chains, combined with strategic export controls, have turned them into critical commodities for many industries.
