Every major carrier serving Australian and New Zealand trade lanes has an active Emergency Bunker Surcharge (EBS) or Emergency Fuel Surcharge (EFS) right now. Several have revised their rates in the past two weeks. This update covers everything that changed, what is live immediately, and what is coming in the next 30 days.

 

All surcharges are in addition to your base freight rate, BAF and any other applicable charges. Always confirm with DDWL before you book.

 

MOST URGENT  THREE THINGS HAPPENING THIS WEEK

OOCL  New EBS tariff effective 15 April 2026. All previous OOCL quotes are out of date.

ANL GRI  Northern AU and Pacific ports effective 16 April. USD 350/TEU or USD 700/FEU.

Swire Shipping  Revised EBS effective today, 13 April (B/L date). Covers FCL, breakbulk and LCL.

1.  OOCL  New EBS Effective 15 April 2026

OOCL issued a fully revised Emergency Bunker Surcharge on 10 April 2026, replacing the tariff that expired on 12 April. New rates take effect on 15 April for all non-FMC shipments and 15 May for US FMC-regulated trades. If you have an open OOCL quote dated before today, it needs to be updated.

 

Southbound rates are not applicable ex China, Taiwan or Hong Kong. Northbound rates are not applicable to Taiwan.

LSA rule for northbound from AU (eff 1 April): If LSA is quoted applicable to rate, EBS is inclusive. If LSA is quoted inclusive, EBS must be applied on top. For Taiwan northbound only, EBS is always inclusive regardless.

 

2.  CMA CGM and ANL  Revised EFS plus GRI

CMA CGM updated their EFS twice since the initial 16 March launch. Current rates from 27 March apply below. A further India-origin revision is flagged for 18 April. ANL carries identical rates.

Hapag-Lloyd confirmed 13 April that EFS is still active. Flat EBS: USD 160/TEU dry, USD 225/TEU reefer. MFR applies additionally by trade lane below. Both charges apply to the same shipment.

What to Check Before Your Next Booking

•   OOCL  New rates apply from 15 April. Any quote before today is out of date.

•   ANL  GRI hits northern AU and Pacific ports on 16 April. Update quotes today.

•   Swire  Revised EBS is live today. If you use Swire for breakbulk or LCL, confirm your rate.

•   Maersk Payer Amendment Fee of USD 40 per document applies from 1 May. Factor it into job costs now.

•   All surcharges are on top of base rates and BAF. Check your total landed cost.

•   Any quote older than 14 days may already be out of date.
